Graffiti is verifiably a form of art. What makes it “graffiti” as opposed to “street art” is its illegality as a form of vandalism. In the city of Bethlehem, PA, there is no scarcity of either. Just as street art can and does add identity to a city, graffiti does the same.
Whether or not that identity is positive or negative is subjective, but I feel it is important to acknowledge its existence, not ignore it.
